Dear Visitors,
Welcome to the website of the National Center for the Rights of the Child. I am Kim Yoo-im, President of the National Center for the Rights of the Child.
The National Center for the Rights of the Child serves as the central institution for child policy in Korea, working to build a society where children's rights are respected and every child can grow up safely and happily.
In 2026, following the amendment of the Child Welfare Act, our organization was newly launched as the National Center for the Rights of the Child, succeeding the former National Center for Children's Rights.
This change represents more than a simple renaming. It reflects our society's commitment and determination to ensure that the State takes greater responsibility for safeguarding and promoting the lives and rights of children.
Today, our society calls for a more comprehensive and professional child welfare system encompassing the prevention and protection of child abuse, support for independent living, assistance for vulnerable children, adoption and foster care services, child policy research, and the advancement of children's rights.
In particular, under the vision of the Third Basic Plan for Child Policy, “Building a Foundation for All Children to Live Healthy and Happy Lives,” the importance of guaranteeing children's fundamental rights at every stage of development, providing tailored support to eliminate gaps in child protection, and fostering a child-respecting society shaped through children's participation continues to grow.
As a public institution connecting policy and practice, the National Center for the Rights of the Child will carefully attend to the lives of each and every child and strive to create meaningful change.
To achieve this, we will focus on the following priorities:
- First,
we will help build a society grounded in children's rights, where children are respected not merely as recipients of protection but as rights holders.
- Second,
we will strengthen the public accountability and professional expertise of the national child protection system so that all children can grow up in safe and supportive environments.
- Third,
we will listen closely to voices from the field and ensure that policies and systems are effectively connected to the real needs of children and families.
- Fourth,
we will uphold the principles of fairness, responsibility, and trust, striving to be a public institution that earns the confidence of the people.
Protecting the life of a single child means protecting the future of our society.
The National Center for the Rights of the Child will continue to work closely with communities and stakeholders to create a society where children's rights are realized in everyday life.
We are also committed to communicating responsibly and transparently so that we may remain an institution trusted by the public.
Looking ahead, we will continue to place children at the center of all that we do and fulfill our responsibilities in promoting the rights and well-being of every child.
